Routley is a sub-area of Willoughby in the Township of Langley. The Routley Neighbourhood Plan (Bylaw No. 4013, adopted 2001) defines it as the rectangle from 68 Avenue (south) to roughly 73A Avenue (north), 196 Street (west) to 200 Street (east). In everyday conversation "Routley" blurs into the wider Willoughby slope, but the plan boundary is tighter than the colloquial use suggests.

The plan was adopted to guide what was then farmland, so the housing stock is young: post-2010 townhouses and small-lot detached, not heritage Langley. Willoughby as a whole grew from roughly 2,000 residents in the late 1990s to about 53,659 by 2025 — the fastest-growing area in the Fraser Valley — and Routley is one slice of that build-out.
