The Chamber hears from its members how traffic congestion affects employees, customers and the movement of goods that cannot easily go by transit. What should the Township do to improve travel reliability on the road network?

So transportation is something that affects everybody in this room. You got here today through the use of roads. … But if you work in Vancouver, if you work in Richmond, sometimes it could take up to 10 minutes to just get off Highway 1 at 200th Street. And I feel like that's ridiculous. They haven't been investing in infrastructure. The previous councils haven't. And this is the price that we're paying for now. We really need to be investing in our TransLink corridors. Whether it's 200th Street, the SkyTrain is going to be coming to Langley. We need to reimagine how traffic is going to get to where they need to go. The other thing is from a business perspective, traffic is a handicap when it comes to being competitive in … Lower Mainland Market, If you want to get your goods to Vancouver, to other parts of the region, you need to sit through that traffic. We have a big industrial base here. I'll give you an example. Costco here, they service about eight different warehouses here in the Lower Mainland, and it all comes from this Langley Distribution Center by the Golden Ears Bridge. And we really need to be doing more to get businesses to come here and say, "Hey, we're gonna invest in our roads. You're going to get goods from one part of the region to another in the fastest possible way, and invest in Langley here.

Debt has become a pivot point in this election. Where should council draw the line between borrowing to meet the needs of a growing community and taking on too much financial risk? Would you finance future amenities and infrastructure with debt, and if not, how would they be paid for?

So are … two types of debt that I can think of right now on a personal level. You have the debt that's a mortgage, where you're actually buying asset to cover that mortgage debt. The other is a line of credit, which you're just borrowing because you need to buy groceries or something like that, and you can't wait for your next paycheck. The issue that we're seeing in … the about Langley is that developers haven't been keeping up with the amenities, which is why over the last four years they've had to spend a lot of money in order to build those amenities. And they're not quite done yet because I feel like there's things like swimming pools, there's infrastructure, there's amenities that haven't been built and they really need to be built. The good thing about borrowing is that you can finance it over 25, 30 years, but you have to be careful because you shouldn't be using debt to build things that a few individuals can enjoy it should be for everybody and it should be for things that everybody can enjoy and it increases our property value things like debt servicing it shouldn't be put onto our debt this is not visa and mastercard we need to be fiscally responsible with people's money Thank you.

Public safety and enforcement

SkyTrain comes into operation during the next council term. What public safety policies or funding would you prioritize so that residents and businesses around the station do not see an increase in crime?

So right now in Langley I feel like we've already had an increase in crime because our RCMP is very expensive to fund and they haven't been funding to the point where our population is growing. We really need to be funding our RCMP. The other thing is we need to be working with our provincial and federal stakeholders, our provincial and federal government because the issue is, and you can talk to any RCMP officer, every day they catch the same people. They book them into jail and the next thing you know they're getting a slap on the wrist and they're out in society just doing it all over again. Every store that you go to ask them about the shoplifters. They know who they are. They're probably on a first-name basis. We need to do more to invest in our crime fighting we need to do more in getting our provincial government to fund mental health so that people get the help that they need and we need to make sure that Langley becomes a good place to do business because when you're a business, you shouldn't be worried about whether people are going to steal your assets. You should be worried about operating your business. So I think we need to do more in investing in public safety. We need to make sure that we keep our taxes in line while doing all that. Thank you.

Consultation and transparency

With public hearings no longer available for some land use decisions, how would you ensure residents are meaningfully consulted before council votes on major proposals?

My name is Andy Shen. I believe that because Bill C-44 was passed and they removed the need for public consultation, a lot of the messaging from the community aren't being heard. And this is emphasized when you have a slate dominating the whole city council. I don't believe that a slate should dominate. I think that as an independent voice, I want to hear the feedback from the community and I want to be a champion for those who live in the township of Langley because you guys are the taxpayers. We should listen to you, not to a particular slate. Thank you.

The Township depends on organizations such as Langley School District, the City of Langley and TransLink to deliver essential services. What would you do to strengthen those working relationships?

Andy Shen, independent candidate. So, I've worked for the BC Pharmacy Association, BC Optometry Association. I've worked for the federal government. I've also worked for the city of Coquitlam. Well, I volunteer for the city of Coquitlam and not work. So, I was a committee member, just making that clear. What I find the most useful is communications. When you have dialogue with certain organizations, they already have government relations folks and trying to convey our point of view together. I think what would be best for Langley is to have a dialogue with School District 35 or Langley School District. We should work with TransLink and we should work with the city of Langley to ensure that there's a dialogue to... Thank you.

Arts and culture

What specific action would you take to help arts and culture — theatre, music, festivals, visual arts and dance — grow in Langley?

Andy Shen, independent candidate. So part of my platform is that we need to back our small businesses and tourism, because when our small businesses do well, there's more money that we can pull from, not just for residential taxes. I think that we need to give people in all over Metro Vancouver, as well as the Lower Mainland, a reason to come to Langley. Langley is the birthplace of BC. We need to make sure that they keep coming back so that they can explore history here in our city or township, that they can learn something new and that they can make friends. We have a small community. We have actually many different communities, and I think there's a lot for people to come and explore. And when people come to Langley, it helps our small businesses, which I've met many over the past year, and they're struggling right now. Our economy is not doing well, both provincially and federally. So we need to work hard to make sure that we support our economy and people.

Opening statement, Chamber of Commerce forum

My name is Andy Shen. I'm running as an independent candidate in this 2026 municipal election. No it's municipal not provincial. I've lived in Langley for the last six years with my wife and now we have two kids one is two years old and the other is four months old we love Langley my wife works at the hospital she's been working there for almost a decade and this is where we want to raise our kid but the issue is taxes are up 22% in the last four years this is not a cost that many families can absorb when you get when you work as a regular salaried employee or if you're a pensioner you can't just go to the person who gives you the paycheck and say hey I need a 22 percent raise because I can't afford life anymore they would say go find a different job and I think here at the Township of Langley we need to be looking at how we can reduce cost for people so that we can ensure that Langley remains an affordable place for people to live the other thing is we haven't been investing in infrastructure we really need to be doing that getting swimming lessons shouldn't be like a concert ticket I'm surprised people haven't been scalping it maybe we'll do it to lower our taxes my name is Andy Shen independent hopefully I can count on your support.

So one thing that I did want to bring up in my closing is I did work for the BC pharmacy association. As part of my work, we lobbied the government for minor ailment prescribing, which means that you can go to your doctor, you can go to your pharmacist for 21 minor ailment as far as birth control without going to the doctors. That increases efficiency. It helps us keep our spending in check. The other thing that I want to bring up is I'm running as an independent. I'm not running with... … folks or those folks I can feel the fire coming from both sides I'm running as an independent, which means that I can think for myself, and I hope I can count on your vote.

Hi, everyone. My name is Andy Shen. I'm running for Langley Township Council. I'm an independent candidate here representing you. I am a father of two. I have a wife who works at Langley Memorial Hospital. I care about this community. A lot of younger people might know me as the Costco guy because what I want to do is I want to help people save money. But taxes are becoming out of control. I think we need to focus on affordability. We need to go back to basics. We need to focus on our roads. We need to focus on our infrastructure because our kids are growing up. My kids are two and four months old. And I don't want them to grow up where every swimming lesson is like trying to buy a concert ticket. I don't want people to have to go out to the communities like Fort Langley to go to a swimming pool. They just covered the swimming pool that you guys have here. I think …

I think we're all here today because we care about Langley. Everybody behind me cares. Everybody in front of me cares. Everybody online cares. I think what we need to do is vote in the right people into council that will listen to you over the next four years, because they make decisions that will affect our lifetimes. We need to make sure that our council is accountable to you guys, the taxpayers, the people who actually live in Langley. October 17 is going to be an important day. I know many of them behind me, they vote all the time. This is your one time in four years to vote to determine who is going to be on council to vote on your behalf.
