Kim Richter

Langley StrongCurrent councillor

Everything Kim Richter said on the record during the 2026 Township of Langley election, in their own words. 13 statements, grouped by subject. Nothing here is graded or summarised. Each Fort Langley question went to a few candidates, so the subjects reflect the questions they were given as well as what they chose to raise.

Transportation and transit

How do you balance the competing needs of pedestrians, transit riders and drivers at the council table? What is the right mix between building roads, supporting transit and investing in sidewalks and cycling, when not everything fits in every corridor?

By listening very closely and very respectfully to all of their voices because they all have valid points of view and we have we have to move goods via trucks, they need truck parking and they need arterial roads because time is money for businesses. Congestion causes problems and increased … cost for businesses. We also have to take care of pedestrians. Now I'm super happy that we're getting this BRT. … line. It's only been like 15 years in the making. But that's one set of options. We still need roads. We still need those roads to work effectively. And the Chamber's paper did remark on using some new technology initiatives and AI help. Not that I like AI, but that's another story. AI in order to keep the traffic moving. So that's what I would do. At Council table. Thank you.

Taxes and spending

Council approved a 3.97% property tax increase this year. What would be your priorities around taxation, and how do you balance the demand for services and amenities with the taxes needed to pay for them?

Well, the reality is we can't do everything for everybody. We just can't afford to. And we have to live within our means, and this is why I think we're in a financial crisis right now. We're not living within our means. We've taken the Township, and I'm not going to say we because I don't didn't support a lot of those votes. We've taken the Township's credit card and run it up to the max. There's no more room on it. We have to get it under control. So the very first thing that Langley Strong is gonna do if they're elected is they're gonna have a forensic audit in the first 100 days. We need to know exactly how deep that hole is. And then we have to make a plan and a budget to get out of it. Thank you.

Public safety and enforcement

SkyTrain comes into operation during the next council term. What public safety policies or funding would you prioritize so that residents and businesses around the station do not see an increase in crime?

Well, I certainly don't want to repeat what happened in Surrey and Burnaby in the first two years that they had their SkyTrain. And I think we can move around that. And I think the way we move around it is by having a proactive safety plan in place before we actually cut the ribbon and open the doors on the new train. And that's going to require collaboration around several tables, including Township bylaws, RCMP, transit police. It's going to require discussions with our neighbors to make sure that our plans are all coordinated. So that's the number one thing that I think should be done. I do believe that is an issue that the Chamber has highlighted and I thank you very much for highlighting it for us as candidates. Thank you.

Question 1: Bylaw enforcement culture

More planning staff to update bylaws, more bylaw enforcement and fines to regulate ditch filling, soil deposits, truck parking.

Agriculture and rural land

Question 2: Truck parking and the rural plan

Update Rural Plan with LOTS of public input from all affected parties. Reduce large parcel subdivision on ALR land (keep big remaining farms at same size). More law enforcement and fines. Find suitable parking areas NOT on ALR areas.

Sheet #4: AGRICULTURE ADVISORY COMMITTEE

1. GIVE COMMITTEE A CLEAR SAY IN WHAT THEIR ROLE SHOULD BE. 2. UPDATE AAC T. of R. accordingly. 3. Council should consult with AAC more often.

Heritage and character

Heritage protection in the Township largely relies on voluntary participation by property owners. Would you support stronger municipal protections for heritage buildings, and what would those protections look like?

Stronger heritage protections is all about respect for heritage and for our communities. Once these buildings are gone, they're gone. And they've all been part of our collective community experience. That's created a recognizable community for us all. We need to protect that heritage. And we need to hear the voices of the community in response to protecting that heritage.

Growth and density

Do you support updating the Fort Langley community plan? If so, what should the updated plan prioritize?

This is all about respect for communities, and absolutely, that is the case in Fort Langley. Only should we update this plan, yes, but only with full and meaningful consultation with the community. We need enforceable priorities, and we need to inform the community about changes that are being made.

Arts and culture

What specific action would you take to help arts and culture — theatre, music, festivals, visual arts and dance — grow in Langley?

Kim Richter, Langley Strong. All the arts are important to both culture and community, ours included. Finally, I think we need to deliver on a performing arts centre, which is long overdue for this community. And we need to continue and enhance the community grants that we make available for arts-related festivals. And Fort Langley is, of course, home to the jazz festival, and that brings so much tourism to us every summer. Thank you.

Opening and closing statements

Opening statement, Chamber of Commerce forum

Hi, all. I'm Kim Richter. And I'm proud proudly running with the Langley Strong Team in this election. I've served this community for over 25 years, and I have never seen our Langley in a state like it's in today. We're in the middle of three crises. Number one, financial debt is out of control. Number two, governance. There's a lack of transparency and openness. And number three, community well-being. Neighborhood voices are being ignored. We need to tackle … these … head-on now, and Langley Strong has a plan to do so. Our plan starts by restoring respect for you the taxpayers, you the business owners, and for all our communities. It's a critical election for all of us. Thank you for being here tonight. Your vote matters.
